Filipino Humphrey Scholars Meets with Amb. Gaa

The Humphrey Fellowship, or more formally known as the Hubert H.
Humphrey Fellowship Program was founded in 1978 in honor of the late US
Senator and Vice President. This fellowship brings to the US
accomplished mid-level professionals from designated countries like the
Philippines to pursue non diploma graduate courses in select US
universities. Humphrey Fellows are selected based on their potential
leadership and commitment to public service in either public or private
sector.
The four Humphrey Fellows from the Philippines who called on Ambassador
Gaa are (from L to R) Dr. Josephine Migalbin (Cotabato), Architect
Rachel Guimbatan (Kalinga), Dr. Ma. Lourdes K. Otayza (Ilocos Sur), and
Atty. Arnel S. Banas (Manila). They are respectively pursuing graduate
courses in the field of human resource management, agricultural
development/economics, urban and regional planning, and public health.
